A.
The
Mayor shall preside at Council meetings. If at any meeting the Mayor
is not present, or is unable to act, the Mayor Pro Tempore shall preside.
In the absence of the Mayor and the Mayor Pro Tempore, the Deputy
Mayor Pro Tempore shall preside.
B.
The
Mayor shall:
1.
Call
the Council to order at the time appointed for the meeting;
2.
Ascertain
the presence of a quorum;
3.
Cause
the journal or minutes of the preceding meeting to be considered and
approved by Council;
4.
Lay before the Council its business in the order indicated by NPMC § 2.12.060, Order of business;
5.
Consistent with NPMC § 2.12.030, receive any proposed propositions or business by Council members and place the propositions or business before Council at the next regularly scheduled meeting or special meeting;
6.
Place
the question before the Council and announce the result;
7.
Interpret
and apply these rules and decide all questions of order. A determination
by the Mayor regarding questions of order or interpretations or application
of these rules shall be final, subject to appeal of a Council member
to the Council. Any Council member may appeal by moving to appeal
the decision of the Mayor. The motion to appeal shall have priority
over all other motions except the motion to adjourn, and shall be
considered and decided immediately. The motion shall carry if it receives
a majority vote of at least four members, and shall result in the
reversal of the ruling of the Mayor. If the motion fails to receive
a majority vote, the Mayor's decision shall stand;
8.
Preserve
order and decorum at all times;
9.
Inform
the Council, when necessary, or when any question is raised on any
point of order or practice pertinent to the pending business;
10.
Sign and authenticate all ordinances and resolutions of the Council;
11.
With the approval of the majority of the Council obtained during
a regular Council meeting or a special meeting called for that purpose,
enter into written or verbal agreements on matters of a substantial
nature relating to the administration of the City;
12.
Execute other powers and duties specified by Federal law, State law,
the North Pole Charter, this code or as lawfully prescribed by directive,
resolution or motion of the Council.
