Definition.
"Automobile wrecking, dismantling, or junk yards" are places used
for the storage and/or sale of used automobile parts or other salvaged
materials and for the storage, dismantling, sorting, cleaning or baling
of wrecked automobiles, trucks, trailers, machinery and other discarded
or salvaged materials.
B.
Automobile
wrecking, dismantling, salvage or junk yards shall be permitted only
by conditional use permit and are subject to the following performance
standards:
1.
A 12-foot-wide access lane shall be provided within the area to be
used, so that any point within the yard can be reached by a 100-foot
hose from a fire truck.
2.
Automobiles and other materials shall be stacked no higher than 15
feet.
3.
A 10-foot sight-obscuring fence shall be installed around the perimeter
of the yard.
4.
A windscreen shall be provided in addition to the fence to control
the blowing of dust, if deemed necessary by the planning commission.
5.
Commercial rat control shall be contracted for within the yard.
6.
A soil sterilent that is approved by the Columbia County extension
office may be required.
7.
Compliance with air pollution authorities, the State Environmental
Policy Act and safe practices of the National Fire Protection Association
shall be required.
8.
The yard shall be compatible with the general use of the area.
