All staff reports or recommendations on the official tentative
map to the Planning Commission shall be in writing and a copy thereof
shall be mailed to the subdivider and, in the case of a proposed conversion
of residential real property to a condominium project, community apartment
project, or a stock cooperative project, to each tenant of the subject
property, at least three calendar days prior to any hearing or action
on the official tentative map by the Planning Commission. (Reference:
