A public library is established in and for the City to be maintained in all respects in accordance with the provisions of Chapter 5 of Part 11, of Division 1 of the Education Code; provided, however, that Education Code §§ 18914, 18919, and 18921 and any successor section shall not apply to the Santa Maria Public Library.

(a) 
The Library Board shall be composed of five members, all of whom represent the community at-large.
(b) 
The Library Board is advisory to the Library Director on library matters. Library matters for which advice may be sought include library programs and services, library policies and procedures, and strategic planning and goal setting.
