There is hereby established and created an executive department
of the city to be known as the library board of trustees.
The library board of trustees created pursuant to Section 24-1 shall consist of nine (9) persons, who shall possess the qualifications of being voters of the city and interested in literature and education, and who shall be appointed by the mayor and confirmed by a majority vote of the city council. Three (3) of such persons shall be appointed each year for a term of three (3) years. No person shall serve more than three (3) consecutive terms as a member of such board; and no officer of the city may serve as a member of such board.
The library board of trustees shall elect from its members,
all necessary officers from among themselves to create an efficient
working board.
The library board of trustees shall have supervision of the
city library, the employment of librarians, the purchase of books,
and do everything necessary and proper so that the library shall be
efficiently operated.
The library board of trustees shall keep accurate records of
all books purchased, money received from the library levy, the money
spent, and a true record of all the proceedings.
The members of the library board of trustees shall receive no
compensation for their services.
