There shall be issued and hereby are authorized and directed
to be issued the General Obligation Recreation Center Bonds, Series
1999, of the City in the principal amount of eleven million seven
hundred thousand dollars ($11,700,000.00) (the "Bonds"), for the purpose
of constructing, furnishing and equipping a recreation and fitness
center to include an indoor walking track, indoor swimming pool/aquatic
center, outdoor aquatic facility and indoor recreation facilities.
