All recreational or other programs conducted in the city’s parks must be authorized by the city’s director of parks and recreation. The director of parks and recreation shall promulgate and enforce any and all rules and regulations necessary to the conduct of such programs in the city’s parks, including, but not limited to, softball programs, golf camps, other similar camps, park pals, diamond skills, NYSCA coaching clinics, other similar clinics, hunter safety, start smart, and any and all other programs authorized by the director of parks and recreation.

(a) 
Where the city council has not established by ordinance specific fees for various park-related programs, the director of parks and recreation shall be and is hereby authorized to impose such fees as shall be necessary to recover the city’s expenses incident to such programs.
(b) 
The director of the department of parks and recreation may establish a scholarship program to assist economically disadvantaged families and individuals in improving their quality of life through the recreational programs offered by the city in its parks. Such scholarships will be available for all programs and amenities in the city’s parks as the director of parks and recreation shall determine.

Any person violating any of the provisions of this division shall be guilty of a misdemeanor, and upon conviction shall be fined in any sum in accordance with the general penalty provided in section 1.01.009, and each and every day’s continuance of any violation of this division shall constitute and be deemed a separate offense.
