The city shall assess and collect fees for certain services rendered by the fire department. The fees for use of equipment and supplies set out in this article shall be assessed and collected when such equipment and/or supplies are used in connection with the following events or incidents:
(1) 
Vehicle fires;
(2) 
Vehicle accidents;
(3) 
Hazardous material spills or releases; and
(4) 
Rescues or rescue attempts at low water crossings.

(a) 
The owner or occupant of the motor vehicle to which the city fire department provides fire and/or rescue services (the “responsible party”) shall pay the cost of such service; provided, however, only the responsible party’s insurance company will be billed. No resident of the city shall be charged or billed for these services.
(b) 
The fire department or its authorized billing company shall send an invoice to the insurance company for the responsible party for the cost of the services provided. Fees assessed for fire and rescue services as provided in this article are due and payable by the responsible party or their insurance company within twenty (20) days of receipt of an invoice from the fire department or its authorized billing and collection company.
(c) 
The fire chief or designee shall keep records of the costs incurred in performing fire and rescue services and shall coordinate with other departments of the city as necessary to collect the fees authorized by this article.

The fees set forth in the fee schedule in appendix A of this code shall be assessed and collected for the use of apparatus, tools, equipment and materials in the provision of fire and rescue services.

All revenue received pursuant to this article shall be deposited into an equipment fund for the city fire department with the use of the fund limited exclusively to the maintenance or purchase of equipment for the department.
