No licensed building mover or any other individual shall attempt or begin to move any building or structure to or from a location within the jurisdiction of the City until the City Building Official has issued a permit to do so.

Prior to the granting of any permit, the City Building Official or his designated representative shall inspect the building to determine the condition of the building. The building official shall itemize the work required to bring the building up to the standards to comply with all ordinances and codes of the City. Any expenses incurred by the City Building Official in making this inspection shall be paid by the applicant as part of his application fee.

(a) 
Each permit granted shall be granted only upon the following conditions:
(1) 
Prior to the start of any work at the relocation site or the placement of the building or structure upon the site, a building permit shall be obtained from the City Building Official.
(2) 
All excavation, site preparation, and foundation work at the relocation site within the jurisdiction of this Code shall be complete prior to moving the building or structure onto the site.
(3) 
In case of moving a building off a location site within the jurisdiction of this Code, a lot restoration plan shall be required to obtain said permit. Such plans shall include removal of debris, foundation removal, basement filling, compaction and grading.
(4) 
A time limit shall be established when work must be completed. Separate time limits may be established for interior and exterior work.
(5) 
The performance of the required improvements and/or lot restoration shall be secured by a bond in an amount determined to be sufficient by the City Building Official, the minimum bond to be not less than $1,000. The bond shall be posted as guarantee that the alteration, improvements, or restoration shall in all respects be complied with in a manner sufficient to meet the requirements of this article, and that the construction, improvements, alterations, or restoration will be completed within the time period set forth. The form of the bond shall be cash, cashier's check, corporate surety, or personal surety. In case of personal surety, said bond shall be approved by the Board of City Commissioners.
