It shall be unlawful for any person, persons, firm, partnership or corporation to bring or cause to be brought into the City of Shamokin or to buy, sell or cause to be sold or bought or to advertise, lend, give away, offer, show, exhibit, post up or distribute or cause to be distributed or to design, copy, draw, photograph, print, etch or engrave, cut, carve, make, publish or otherwise prepare or assist in preparing or receive subscriptions for any book, pamphlet, paper, magazine, picture, drawing, figure, image or other engraved, printed or written matter which may reasonably tend to incite riot or other public disorder or which advocates disloyalty to or the overthrow of the government of the United States of America or of the Commonwealth of Pennsylvania by means of any artifice, scheme or violence or which urges any unlawful conduct or encourages or tends to encourage a breach of the public peace or good order of the community or which is offensive to public morals or decency or which contains blasphemous, obscene, libelous or scurrilous language.

Any person, firm or corporation who shall violate or fail to comply with any of the provisions of this chapter shall, upon conviction thereof before any Magisterial District Judge, be sentenced to pay a fine of not less than $100 and not more than $300 and costs of prosecution and/or suffer imprisonment for up to 180 days, or both. The continuation of such violation for each successive day shall constitute a new and separate offense, and the person or persons allowing the continuation of the violation may be punished as provided above for each separate offense.
If any provision of this chapter or the application thereof to any person or circumstances is held invalid, the remainder of this chapter and the application of such provision to other persons or circumstances shall not be affected thereby, and, to this end, the provisions of this chapter are declared to be severable.
Words and phrases in this chapter shall be construed according to rules of grammar and according to their common and approved usage.
