No construction or installation of public or private improvements shall be commenced in a proposed land division or development by a divider or any contractor engaged by a divider/developer until after the final plat, certified survey map, or development plan shall have been granted final approval by the Village Board (or until after a site and operational plan or residential development plan shall have been granted final approval by the Village Plan Commission or Village Zoning Administrator under § 420-56 or 420-57.6 of the Village Code), all conditions of the final approval have been satisfied, all necessary certifications have been placed on the plat, map, or development plan and the Village has provided written authorization to the divider/developer to commence such construction or installation.
