Whenever used in this chapter, the following
words and phrases shall have the meaning ascribed to them herein,
and any terms not defined herein shall have the meaning customarily
assigned to them:
APPLICANT
Any person who holds ownership interest in land on which
approval is sought for a building permit, driveway permit or approval
from the Township to construct a road.
CUL-DE-SAC LENGTH
The length of a cul-de-sac shall be measured along the center
line of the road from the near edge of the pavement of the intersection
that is the single point of access, to the center of the cul-de-sac
turnaround. For blunt end roads that do not have a cul-de-sac turnaround,
such distance shall be measured to the far edge of the pavement at
the road end.
DRIVEWAY
The following definitions apply to the types of driveways
regulated under this chapter:
A.
COMMERCIAL DRIVEWAY- Any vehicular access except those serving single-family dwelling units, or serving only an essential public service structure.
FRONT LOT LINE
The line which separates a lot from the street. In the case
of a lot located on a private road, the front lot line is the line
which separates the lot from the private road easement.
LOT
A piece of land, the dimensions and configuration of which
are shown on a subdivision plat recorded in the offices of the Wayne
County Register of Deeds.
PARCEL
A measured portion of land which is described by virtue of
a request to divide or partition it. A parcel may be a subdivision
lot or an acreage tract or acreage of land.
PAVED/HARD SURFACED
Being constructed with asphalt or concrete and meeting Wayne
County public road standards for paved streets.
PERSON
An individual, trustee, executor, or other fiduciary; corporation;
firm; partnership; association; or other similar legal entity acting
as a unit.
PLAT
A map or chart of a subdivision of land which has been approved
in accordance with the Land Division Act, as amended.

PROPER FRONTAGE
A lot shall be deemed to have "proper frontage" if in compliance with the minimum street frontage requirements contained in Article
19 of Chapter
285, Zoning.
ROAD
Any public or private thoroughfare or right-of-way, other
than a public or private alley, dedicated to or designed for travel
and access to any land, lot or parcel, whether designated as a road,
avenue, boulevard, drive, land, place, court, or any similar designation.
A.
MAJOR ROADA road classified as an arterial or a collector road in the Grosse Ile Township Master Plan; or classified as a county primary road by Wayne County.
B.
PRIVATE ROADA road owned and maintained by the owners of the property that serves and provides access to two or more dwelling units or parcels, or two or more nonresidential principal buildings. Private roads include roads within condominium projects, roads serving two-family dwelling units and roads within office or industrial complexes. A private road may be used to provide public services such as utility easements, waste collection and emergency services. The definition of "private road" does not include drives serving multiple-family buildings, parking lot aisles or drives connecting parking lots to service roads.
C.
PUBLIC ROADAny road or portion of a road which has been dedicated to and accepted by Wayne County.
(1)
IMPROVEDA public road that has been constructed to Wayne County public road standards, paved with asphalt or concrete, certified for public passage and accepted by the county for maintenance.
(2)
NONCONFORMING GRAVELA public road that has been constructed to Wayne County public road standards for gravel roads, certified for public passage and accepted by the county for maintenance prior to the effective date of this chapter.
(3)
UNIMPROVED- A public road right-of-way that has been dedicated to Wayne County through plat or quit claim, but has not been improved and certified for public passage.
SINGLE MEANS OF ACCESS
A roadway intersection that provides the only vehicular access
point, by way of a public or private road, to parcels of land or dwelling
units along a roadway way that extends from said intersection.
