The community services department shall provide recreation and community services, the director of which shall be responsible for all community service functions, recreational, educational and cultural services for the city and its residents and other functions as my be assigned by the city manager and shall:
(a) 
Provide recreational cultural programs in the areas of aquatics, athletics, contract classes, playgrounds, special events, volunteers, and other areas deemed appropriate by the city council;
(b) 
Provide input, direction and promotion to community agencies, groups and organizations dealing with their recreation, cultural and social service, opportunities, and programs;
(c) 
Cooperate with governmental and voluntary organizations and agencies in furtherance of recreation, cultural and social service opportunities and programs;
(d) 
Administer, operate and maintain existing cultural and recreational areas and other facilities under control and ownership of the city;
(e) 
Provide administrative and clerical support to the such committees, commissions or boards as directed by the city manager.
