All persons owning or operating places of public assemblage, such as theaters, shows, auditoriums, etc. shall apply to and receive from the council a license therefor. The issuance of such license shall be conditioned upon compliance with all health, sanitary and safety provisions of this code and rules and regulations promulgated by authority of the council, determined after inspection by the appropriate official. Such license shall be issued for such persons as the council shall determine, and may be revoked or suspended for failure to comply with the provisions hereof.

All persons owning or operating any business or event of public assemblage in the city shall, in addition to the requirements of this title, comply fully with all requirements of Title 10 and other provisions of this code.

All persons engaged in the business of conducting a hotel or lodging house within the city shall procure and keep a register in which shall be enrolled the name and place of residence of each person lodging at such hotel or lodging house.
