The board of Columbia County commissioners adopts the following
subdivision surveying standards for unincorporated areas lying within
Columbia County, Washington:
A.
The
"Technical Standards for Property Surveys of the American Congress
on Surveying and Mapping (ACSM)" as adopted June 28, 1946, and the
"Minimum Standard Detail Requirements for Land Title Surveys" adopted
March 2, 1962, by ACSM shall generally apply to surveys and plats
to be approved by Columbia County.
B.
The
establishment, reestablishment, or restoration of a corner on the
boundary of two or more ownerships or general land office corner shall
be in accordance with the Washington Survey Recording Act of 1973.
C.
In
addition the map/plat shall show the following information:

North
arrow, basis of bearings and statement of positional accuracy.
2.
All
pertinent measurements shall be shown with sufficient notations to
clearly identify the source, such as:
3.
All
pertinent monuments found or set with a notation indicating which
were found and which were set, and identified as to character. Found
monuments must be accompanied by a reference to their origin. The
relation of all monuments to the surveyed lines and corners shall
be indicated.
a.
Where there is no available reference, the plat shall note "no authority."
4.
Permanent
control monuments shall be established at each and every controlling
corner on the subdivision. They shall be marked by a two-inch galvanized
iron pipe, concrete marker or other approved equivalent driven or
set permanently into the ground. All monument locations and descriptions
shall be shown on the face of the plat.
a.
Monuments set shall have the surveyor's license number affixed thereto
and be of a type and character and set in a manner providing a reasonable
degree of permanency, consistent with that of the adjacent terrain
and physical features.
5.
All
found or established monuments and evidence of possession beyond the
surveyed premises on which establishment of the corners of the surveyed
premises are dependent.
6.
The
character of observed evidence of possession, and the location of
such evidence given in relation to the surveyed boundary lines. Where
there is no physical evidence of possession along the surveyed lines,
the plat shall note "no physical evidence of possession or line."
7.
Adjoining
parcels identified by title description or record reference when pertinent.
8.
Map
delineation must be such that contiguity, gaps and overlaps are clearly
shown. Gaps and overlaps shall be dimensioned.
9.
In
total, sufficient data to clearly indicate the theory of location
applied in finalizing the locations of the corners, and also any data
at variance with this theory of location, and sufficient data to allow
the facile retracement of all pertinent lines and points shown on
the plat; also a brief written statement indicating the theory of
location used.
