It is unlawful for any person, company or corporation to deposit
any rubbish, garbage, filth, or any substance on any street, alley,
avenue or park, sidewalk or public square, or on any other place in
the city.

A violation of this chapter shall be deemed a misdemeanor, and
upon conviction thereof the offender shall be punished by a fine in
any sum not exceeding $100.00, and the mayor is authorized to offer
a reward of $5.00 to any person furnishing evidence that will lead
to the arrest and conviction of any person, company or corporation
violating the terms of this chapter.
