The county planner, upon receiving a properly filed application, may approve temporary permits, valid for a period of not more than one year after issuance, a maximum extension of up to (2) two years may be permitted for certain uses, for structures or uses which do not conform to this title, which are of a temporary nature such as:
1. 
Storage of equipment during the building of roads or other developments;
2. 
Real estate office used for the sale of lots or housing in subdivisions;
3. 
Temporary storage of structures or equipment (including boats and trailer houses);
4. 
Sheds used in conjunction with the building of a structure for such purposes as tool storage;
5. 
Temporary housing for use only during construction of a single family residence;
6. 
Other uses of a substantially similar nature.
Prior to the granting of a permit under this section, the owner shall record a notice to title which indicates the restrictions and removal requirements.

Building permits shall be required within the boundaries of the area affected by this title for the erection, placement (including Manufactured Homes as well as RV and Park Models being placed in a manufactured/mobile home community), or the alteration of all structures or land uses. No building permit shall be issued for any structure which fails to conform to the provisions of this Code or amendments hereto.
