No person shall drive a vehicle on a public street within the city at a speed greater than is reasonable and prudent under the circumstances then existing. The limits specified in this article, and referred to by the term prima facie maximum speed limit, shall be lawful, but any speed in excess of the limits specified in this article shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.

It is hereby determined upon the basis of an engineering and traffic investigation that the prima facie maximum speed limit on all streets within the city, except RM 2244, and the streets listed in sections 16.03.004 through 16.03.006, is 30 miles per hour, which prima facie maximum speed limit shall be effective at all times and signs will be erected giving notice of prima facie maximum speed limit so declared.

(a) 
Vehicle speed and operation generally.
It shall be unlawful for any person to operate or drive any vehicle at a speed greater than the speed designated or posted in any school zone as may be marked or designated within the city during the hours indicated upon signs erected in such zone or when such zones have an alternating flashing light in operation.
(b) 
Prima facie evidence of school zone violation.
Proof that a flashing light is in operation on any day constitutes prima facie evidence that classroom instruction or another school activity is in session and that reduced school zone speed limits are in effect.
(c) 
School zones.
The following locations and speed limits determined upon the basis of an engineering and traffic investigation are designated as school zones in the city:
(1) 
25 miles per hour.
(A) 
Eastbound on RM 2244 from mile point 8.940 to mile point 9.271, a distance of 0.331 miles.
(B) 
Westbound on RM 2244 from mile point 9.271 to mile point 8.940, a distance of 0.331 miles.
(2) 
20 miles per hour.
(A) 
Northbound and southbound traffic on Camp Craft Road as follows:
(i) 
Southbound traffic.
For a distance of 1,059 feet in a southerly direction from the intersection of Camp Craft Road and Bee Cave Road.
(ii) 
Northbound traffic.
For a distance of 1,037 feet in a northerly direction from the flashing yellow speed limit sign to Camp Craft Road’s intersection with Bee Cave Road.

The prima facie maximum speed limit established in this article shall be effective at all times and signs shall be erected giving notice of the prima facie maximum speed limit so declared.

(a) 
All of the streets of this city, and all portions of any such streets, are hereby declared to be public streets and that the driving or operating of any motor vehicle on or along any portion of any street of this city at a rate of speed that is greater than the maximum rate of speed for such portion of such street, as fixed by this article, shall be a misdemeanor, which is named the offense of speeding, and that the offense is punishable by fine in any sum not to exceed $200.00. The use of the word “speeding” shall be sufficient to designate the offense and shall mean that a motor vehicle has been driven upon a public street at a greater rate of speed than that fixed by this article or city ordinance for the street and for the zone thereof, that such motor vehicle was so being driven upon, if zoned.
(b) 
In prosecutions under this article, for the offense of speeding, the complaint, if in other respects sufficient in form, shall as to the portion thereof seeking to acknowledge the offense, be sufficient if it in substance alleges that the defendant did, while driving a motor vehicle in the city, commit the offense of speeding.

(a) 
During construction of the "proposition B" project (Camp Craft Road), ("project"), the temporary speed limit shall be 20 miles per hour on Camp Craft Road from 500 feet south of Bee Cave Road to approximately 200 feet north of Konstanty Circle and on Eanes School Road from Camp Craft Road for approximately 1100 feet. This temporary speed limit shall expire upon completion of the project. It shall be unlawful for any person to drive a motor vehicle at a speed in excess of the speed so declared in this section when signs are in place giving notice thereof.
(b) 
Enforcement and penalties for violating this section shall be governed by section 16.03.010.
