attached to them in this chapter unless otherwise apparent in the
context.

A.
Officers,
Boards, Commissions and Departments. Whenever in this code reference
is made to some officer, board, commission, institution, department,
office or division, it shall mean an officer, board, commission, institution,
department, office or division of the city, unless otherwise specified.
B.
Tenses.
The present tense includes the past and future tenses; and the future,
the present.
C.
Gender.
The masculine gender includes the feminine and neuter.
D.
Number.
The singular number includes the plural, and the plural the singular.
E.
Shall
and May. "Shall" is mandatory and "may" is permissive.

"Person" means any individual, firm, copartnership, joint venture,
association, social club, fraternal organization, corporation, estate,
trust receiver, syndicate, county, city and county, city, municipal
corporation, district or other political subdivision, or any other
group or combination acting as a unit.
