No service will be installed by the district on any private
property, or extended beyond the curbline of a street or easement
in which a district main is located, except in cases where in the
discretion of the district the proper protection of the district's
service connections, meters and meter boxes requires that they be
located closer to or inside of the private property lines, while still
allowing access to the meter acceptable to the district for meter-reading
and maintenance purposes.
