All positions shall initially be filled on a merit basis, determined
by examination either written or oral, or both. Such examination shall
be given by the general manager, the division manager or by the personnel
department on the basis of questions or sample performance, in a manner
which shall be determined to be appropriate for the classification
involved. The person to be employed shall be selected by the general
manager from among those who satisfactorily pass such test, except
for employment in grades 20 and above, which selection shall be determined
by the board of directors.
