The purpose of this Chapter is to promote, ensure, and maintain the use of City-owned or City-operated parking structures for their intended purpose of providing spaces for the parking of motor vehicles and/or bicycles by residents, commuters, business patrons, students, and people that work in and visit the City of Santa Maria.

"Parking structure"
shall mean a building, the primary function of which is the provision and allocation of spaces for the parking of motorized vehicles and/or non-motorized vehicles, such as bicycles.
"City parking structure"
shall mean a parking structure owned or operated by the City of Santa Maria.

(a) 
City parking structures may be used by members of the public for only the following purposes:
(1) 
Parking and retrieving motorized vehicles as the driver or as a passenger. This shall include waiting for a tow truck or other means of removing the vehicle from the parking structure in the event of a break-down, including changing a flat tire or a jump start.
(2) 
Parking and retrieving bicycles as the bicyclist, provided the parking structure has bicycle parking available.
(3) 
Retrieving or placing personal property within a vehicle or bicycle parked within the parking structure and, thereafter, promptly exiting from the parking structure.
(4) 
Walking uninterrupted from one sidewalk to another or walking uninterrupted to buildings bordering the parking structure.
(5) 
Using restroom facilities located within a parking structure, if any, and thereafter promptly exiting from the parking structure.
(6) 
Making deliveries to, and/or patronizing, a commercial business operating within the parking structure pursuant to a City lease or license agreement with the express or implied consent of the owner or operator of the business.
(7) 
Performing City business or maintenance of the parking structure pursuant to official duties as a City employee.
(8) 
Engaging in a use authorized by a permit issued in a manner provided for by this Code.
(9) 
Engaging in a use expressly authorized by the City Council, the City Manager, or the Police Chief.
(b) 
All vehicles must park in a "head in" configuration, with the rear bumper and license plate exposed to the traffic lane.
(c) 
Parking is not permitted between 1:00 a.m. and 6:00 a.m. without a City issued special parking permit.
(d) 
Vehicle parking is limited to marked or painted spaces in City parking structures designated for appropriately sized vehicles as follows:
(1) 
"Compact" parking spaces must be a minimum of 68.5 inches in width by 168 inches in depth.
(2) 
"Full size" parking spaces must be a minimum of 79 inches in width by 240 inches in depth.
(e) 
Vehicles may occupy only one designated parking space. Vehicles may not infringe upon adjacent parking spaces.
(f) 
Use of any City parking structure except as expressly permitted by Section 8-19.03(a) of this Chapter is prohibited.
(g) 
Remaining within a City parking structure for more than the reasonable amount of time necessary to accomplish one of the expressly authorized and intended uses of such parking structure is prohibited.
(h) 
It is unlawful to enter or remain in any closed portion of a structure for any purpose without the express consent of the City of Santa Maria. For purposes of this subsection, "closed" shall mean an area behind any gates, fences or other permanent or temporary boundary lines marked with signage reasonably indicating such closure or restriction.

It is unlawful to ride a bicycle, skateboard, roller-skates, coaster, tricycle, toy vehicle, or similar device within any City parking structure; excepting that a bicycle may be ridden to and from bicycle racks, if any, within a parking structure.

Any vehicle left parked or standing within a City parking structure in violation of Section 8-19.03(c) or any provision of Section 22651 of the California Vehicle Code may be removed or caused to be removed by any peace officer in accordance with the provisions of Sections 21113 and 22651(n) of the California Vehicle Code.
