Pursuant to Article XI, Section 5 of the California Constitution
and the plenary authority to make and enforce all ordinances respecting
municipal affairs provided by the City's charter, the City Treasurer
shall have the powers and duties set out in this chapter, and shall
perform such additional duties as are prescribed by this Code or other
ordinances. All other powers and duties of the City Treasurer as set
forth in the California Codes, not otherwise mentioned herein, shall
be performed by the Director of Finance or his/her designee.
The City Treasurer shall have the following powers and duties:
(a)
To
authorize by signature the payment of warrants for obligations approved
by legally designated persons;
(b)
To
authorize by signature a report prepared by the Director of Finance
which provides an accounting of all receipts, disbursements and fund
balances. The Director of Finance shall file a copy with the City
Clerk for the attention of the City Council.
