On all premises of five acres area or more which are dedicated to agricultural uses, solid waste may be fed to chickens and animals on the premises where such solid waste is produced; provided, that the premises are always kept in a sanitary condition to the satisfaction of the City Health Officer; and provided further, that the keeping and feeding of such chickens and animals shall at all times conform to the ordinances and regulations now in force in the City, or which may hereafter be enacted or promulgated.

On all premises of five acres area or more which are dedicated to agricultural uses, it is lawful to collect or accumulate any animal, mineral or vegetable matter, refuse or substance; provided, however, that the animal, vegetable or mineral matter, refuse or substance is not injurious or dangerous to health and does not create a nuisance. Such accumulations as herein before mentioned shall be subject to such regulations as the City Health Officer may from time to time make.
