It shall be the duty of the traffic division with such aid as may be rendered by other members of the police department to enforce the street traffic regulations of this city and all of the state vehicle laws applicable to street traffic in this city, to make arrests for traffic violations, to investigate traffic accidents and to cooperate with the city traffic engineer and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed upon said division by this title and the traffic ordinances of this city.

The chief of police is authorized to assign any regularly employed personnel of the police department, who are not "peace officers" as that term is defined in the California Penal Code, to duties with the traffic division and with authority to enforce the provisions of Title 10 of this code, including the issuance of citations for violations thereof.

Whenever the accidents at any particular location become numerous, the traffic division shall cooperate with the city traffic engineer in conducting studies of such accidents and determining remedial measures.

The traffic division shall maintain a suitable system of filing traffic accident reports. Accident reports or cards referring to them shall be filed alphabetically by location. Such reports shall be available for the use and information of the city traffic engineer.

The traffic division shall annually prepare a traffic report which shall be filed with the city council. Such a report shall contain information on traffic matters in this city as follows:
(1) 
The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;
(2) 
The number of traffic accidents investigated and other pertinent data on the safety activities of the police;
(3) 
The plans and recommendations of the division for future traffic safety activities.

The city engineer shall serve ex officio as the city traffic engineer. Whenever the city traffic engineer is authorized to take any action in this chapter, the city engineer shall be the person who is so authorized. The city engineer may designate other qualified personnel to take such action but shall supervise that action. The city traffic engineer need not be a traffic engineer registered as such by the Business and Professions Code.

It shall be the general duty of the city traffic engineer to determine the installation and proper timing and maintenance of traffic control devices and signals, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering and traffic investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by ordinances of this city. Whenever, by the provisions of this title, a power is granted to the city traffic engineer or a duty imposed upon him, the power may be exercised or the duty performed by his deputy or by a person authorized in writing by him.

There is established an advisory traffic committee, to serve without compensation, consisting of five residents of the city, to be appointed by the mayor with the concurrence of the city council. The mayor may appoint, with concurrence of the city council, one or more alternate members who shall attend all meetings of the committee and who are authorized to serve and vote in place of any regular member of the committee who is absent or who disqualifies himself from participating on any matter before the committee. The alternate members, if more than one is appointed, shall be designated and serve in the order of their appointment, i.e., first alternate, second alternate. The city engineer, the city traffic engineer, the chief of police and the fire chief, or their designated representatives, shall be ex officio members of the committee to provide staff assistance to the committee. These staff members shall meet with and participate in the discussions of the committee but shall not have a vote. The committee shall serve as advisor to the city manager and a report on the committee activities and actions shall be forwarded to the city manager at regular intervals or as requested by him.

The duties of the traffic committee shall consist of the following:
(a) 
To act in an advisory capacity to the planning commission and city council in the review and the development of systems, facilities, plans, policies, and programs which relate to public transportation and circulation within the city.
(b) 
To stimulate and assist in the preparation and publication of traffic reports.
(c) 
To assist the staff, planning commission, and city council in short and long-range transportation planning within the city including the review of streets and highways master planning and designation of truck routes.
(d) 
To conduct public hearings on traffic related matters.
(e) 
To review and make recommendations to the planning commission regarding site plans and tentative maps with regard to their impact on internal and external circulation matters including public parking facilities for development projects.
(f) 
To review all requests and complaints regarding traffic safety, regulations, control devices, signs and markings, public transit systems, trails, bikeways, and to make recommendations to the city council and/or appropriate city departments pertaining thereto.
(g) 
To initiate, assist with, and/or submit reports or studies for traffic safety, vehicular regulatory conditions, trails, bikeways, and public transit and transportation issues as they affect the city and to make recommendations for corrections, capital improvements, or significant operational changes to the appropriate city departments and the city council.
(h) 
The duties of the traffic committee shall in all cases be considered advisory to the city council and planning commission. The committee shall review the issues presented to it and make a report together with recommendations for action to the city traffic engineer and the city council.
