There is established an advisory traffic committee, to serve
without compensation, consisting of five residents of the city, to
be appointed by the mayor with the concurrence of the city council.
The mayor may appoint, with concurrence of the city council, one or
more alternate members who shall attend all meetings of the committee
and who are authorized to serve and vote in place of any regular member
of the committee who is absent or who disqualifies himself from participating
on any matter before the committee. The alternate members, if more
than one is appointed, shall be designated and serve in the order
of their appointment, i.e., first alternate, second alternate. The
city engineer, the city traffic engineer, the chief of police and
the fire chief, or their designated representatives, shall be ex officio
members of the committee to provide staff assistance to the committee.
These staff members shall meet with and participate in the discussions
of the committee but shall not have a vote. The committee shall serve
as advisor to the city manager and a report on the committee activities
and actions shall be forwarded to the city manager at regular intervals
or as requested by him.
