There is created a community development department, the head of which is the community development director. The community development director shall:
(a) 
Administer the zoning and land use laws of the city;
(b) 
Advise and coordinate with the planning commission;
(c) 
Administer the city's housing projects and grant programs designed to maintain the community;
(d) 
Supervise the code enforcement staff;
(e) 
Coordinate with city personnel that administer the Uniform Construction Codes and Fire Code;
(f) 
Administer the city's redevelopment activities as directed by the city manager;
(g) 
Administer the Uniform Construction Codes and other building regulations;
(h) 
Manage building contract services; and
(i) 
Administer economic development activities and other special projects.

(a) 
The building official shall be hired by the city manager, or by the city council if by contract, and shall perform his or her duties under Title 18 of the Fountain Valley Municipal Code. The building officials and authorized representatives that interpret the technical codes set forth in Title 18 may be city employees or independent contractors. These duties and responsibilities shall be performed under the supervision of the community development director.
(b) 
He or she shall be the building official for the purposes of making interpretations and carrying out the responsibilities designated by the building standards adopted by the state and this city.
(c) 
He or she shall be responsible for providing technical advice to the city council and planning commission upon subjects regarding building and shall coordinate with the planning department on subjects regarding zoning and land use.

Whenever this code makes reference to the "planning manager" or "planning director," these phrases shall hereafter refer to the community development director. Whenever the code makes reference to the "planning division," this phrase shall hereafter refer to the community development department.
