There is created a finance department the head of which shall be the director of finance. The director of finance shall:
(a) 
Establish and administer a centralized system of financial administration for the city, including activities relating to accounting, payroll, billing, budgeting and auditing as required by the city manager and subject to the regulations of general law;
(b) 
Issue business licenses and permits and administer related matters;
(c) 
Administer the treasury of the city in accordance with the Government Code. The duties imposed upon the city clerk by Government Code Sections 40802 through 40805 are transferred to the director of finance pursuant to Government Code Section 37209 and who for purposes of Government Code Section 40805.5, is the city's director of finance. The director of finance shall execute a bond in a form and amount as shall be approved by the city council on recommendation of the city attorney;
(d) 
Cause a summary of the city's financial condition to be published in an adjudicated newspaper at the close of the fiscal year as required by law;
(e) 
Invest funds according to city council policy and state law;
(f) 
Make monthly reports on the status of investments as required by state law;
(g) 
Certify and determine that all demands presented to the city council are in accordance with the city's ordinances and state law;
(h) 
Issue and collect invoices and bills for water and refuse collection, utilities, and for such other city services as required. The department shall be the central cashier of the city and shall collect all revenues payable to the city and deposit those in accordance with city regulations;
(i) 
Administer and supervise the issuance of bonds, certificates of participation, and other financial instruments of the city, successor agency to the Fountain Valley agency for community development, and various authorities established by the city;
(j) 
Administer the city's deferred compensation plan and perform such other related duties as shall be required by law, ordinance, or the city manager;
(k) 
Administer the city's wage and benefits liability;
(l) 
Administer the development and preparation, execution and control of the city budget;
(m) 
Coordinate with all departments on financial matters; all departments shall in turn be required to cooperate with the director of finance in matters pertaining to the city's finances;
(n) 
Maintain a current record of inventory of the city's assets including a current estimated value and cost of the same;
(o) 
Furnish the city manager with information and work with the city manager in advising the city council on the financial condition and future requirements of the city regarding short and long range financial planning;
(p) 
Administer the purchasing functions;
(q) 
Perform such other duties as the city manager or city council shall require.

The purchasing officer, with the approval of the city manager, may authorize any city department to purchase specified services, materials, supplies and/or equipment, provided that such purchases shall be made in conformity with the procedures established by this chapter, and the purchasing manual. Such authorization by the purchasing officer shall be in writing.

The purchasing officer shall not issue any purchase order for supplies, services or equipment unless there exists an unencumbered appropriation in the fund against which the purchase is charged.

All using departments shall submit to the purchasing officer, at such times and in such form as he or she shall prescribe, reports showing all supplies and equipment which are no longer used or which have become obsolete or worn out. The purchasing officer shall have authority to dispose of all supplies and equipment which cannot be used by any department, or which have become unsuitable for city use, by auction, sale, trade, donation or whatever means that best serves the public good.
