No vehicle shall be moved or propelled along, over or upon any street at a  greater rate of speed than is reasonable, having regard to the traffic and use of such street or so as to endanger the life or limb of any person or the safety of any property, and shall in any event, while upon any such street, not be moved or propelled at a greater rate of speed than twenty-five (25) miles per hour, except on the following streets or portions of streets and the speed limit shall not be greater than provided by the following:

No vehicle shall be moved or propelled at a speed greater than fifteen miles per hour over or upon any city maintained street situated within the boundaries of any established trailer park within the city.

No vehicle shall be moved or propelled at a speed greater than ten miles per hour along, over or upon any street situated within the boundaries of Rolla Cemetery.

Operators of motor vehicles using the parking lots furnished for The Centre and Splash Zone must adhere to the following rules:
(a) 
No motor vehicle shall be moved or propelled at a speed greater than fifteen miles per hour along, over or upon any access drive to or from the parking lots.
(b) 
All motor vehicles, and all other vehicles, including bicycles, carts and wagons, driven, operated or propelled on, over and along the access drive to The Centre, shall be driven, operated or propelled in one direction only, counter clockwise beginning at the first "Y" in the drive as approaching east from Holloway Street until the same "Y" as exiting west from the parking lot towards Holloway Street.
(c) 
It shall be unlawful for any motor vehicles to park or remain standing in the drop off drive directly in front of The Centre longer than is necessary to load or unload passengers or cargo.
(d) 
The driver of a motor vehicle shall cause his vehicle to come to a full and complete stop before exiting The Centre and Splash Zone parking lots on to Holloway Street, and he shall then proceed cautiously, yielding the right-of-way to any pedestrian within any crosswalk adjacent to the intersection and to any vehicle either in the intersection or approaching so closely thereto, when not required to stop, as to constitute an immediate hazard.
