No vehicle shall be moved or propelled along, over or upon any
street at a greater rate of speed than is reasonable, having
regard to the traffic and use of such street or so as to endanger
the life or limb of any person or the safety of any property, and
shall in any event, while upon any such street, not be moved or propelled
at a greater rate of speed than twenty-five (25) miles per hour, except
on the following streets or portions of streets and the speed limit
shall not be greater than provided by the following:
