(a) 
Chapter 300, consisting of Sections 300.010 through 300.600, RSMo., commonly known as the "Model Traffic Ordinance," is hereby adopted as and for the traffic ordinance of the city with like effect as if recited at length herein.
(b) 
The following sections of such model traffic ordinance which are not so adopted and which are expressly deleted: Section 300.060,Section 300.205, Section 300.330, Section 300.347 and Section 300.445.
(c) 
Section 300.010, subsection (39) of such model traffic ordinance, pertaining to a definition of "Vehicle," is hereby amended to read as follows:
(1) 
"Vehicle," every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively upon stationary rails or tracks.

(a) 
The office of city traffic engineer is hereby established. The city engineer or other designated city officials shall serve as city traffic engineer in addition to his other functions and shall exercise the powers and duties with respect to traffic as provided in this Article.
(b) 
The city traffic engineer shall determine the installation and proper timing and maintenance of traffic control devices, conduct engineering analyses of traffic accidents and devise remedial measures, conduct engineering investigations of traffic conditions, plan the operation of traffic on the streets and highways of the city, cooperate with other city officials in the development of the ways and means to improve traffic conditions and carry out the additional powers and duties imposed by this Code or other ordinances of the city, except as hereinafter provided.

(a) 
The function of the city engineer with all the powers, duties and authority given under Sections 300.010 through 300.600, RSMo., shall vest in the state highway commission for all controlled access highways, either divided or undivided and other highways, streets or highways, or state highways as defined in Section 300.010, RSMo., hereinafter called "highway," which are presently in existence and maintained by the state highway commission and any such highway or highways which are in the future built, constructed or which the state highway commission assumes the responsibility to maintain the corporate limits or within any area annexed by the city.
(b) 
The state highway commission shall have exclusive authority to place and maintain traffic control signs, signals and devices on all highways maintained by the state highway commission as defined in subsection (a) of this Section. The state highway commission is given express authority to delegate to the district engineer any power or authority vested in the state highway commission by this Article.

(a) 
The state traffic laws regulating speed or vehicles shall be applicable upon all streets within the city; except, that the city may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specific streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof, but no city ordinance shall regulate the speed of vehicles upon divided limited access highways.

The city will submit to the state highway commission for approval any ordinances, rules, regulations or resolutions pertaining to the regulation of speed where such ordinances, rules or regulations are applicable to subsection (a) of Section 27-12.

The driver of a vehicle, except bicycles as later provided for, shall not drive within any sidewalk area except on a permanent or temporary driveway.

(a) 
Every person riding a bicycle upon a roadway shall be granted all the rights and shall be subject to all of the duties applicable to the driver of a vehicle by the laws of the state declaring rules of the road applicable to vehicles or by traffic ordinances of this city applicable to the driver of a vehicle, except as to special regulations in this Article and except as to those provisions of laws or ordinances which by their nature can have no application.
(b) 
No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing.
(c) 
No person shall ride a bicycle, a skate board, roller blades, roller skates, or other type of wheeled vehicle upon a sidewalk within a business district.
(d) 
Whenever a person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian.

No person shall park any vehicle upon a street, other than an alley, in any manner or under such conditions as to leave available less than ten (10) feet of width of the roadway for free movement of vehicular traffic; however, this Section shall not apply to any highway included in subsection (a) of Section 27-12.

(a) 
The police court of the city shall establish a traffic violations bureau to assist the court with the clerical work of traffic cases. The bureau shall be in charge of such persons and shall be open at such hours as the police judge may designate.
(b) 
The police judge shall designate the specified offenses under this law or under the traffic ordinances of the city and the state traffic laws in accordance with Supreme Court Rule No. 37.50 in respect to which payments of fines may be accepted by the traffic violations bureau in satisfaction thereof, and shall specify suitable schedules the amount of such fines for first, second and subsequent offenses, provided such fines are within the limits declared by law or ordinance, and shall further specify what number of such offenses shall require appearance before the court.

Every person convicted of a violation of any provision of this Article shall be punished under the provisions of Section 1-7.
