(a) 
The judge of the municipal court may establish a traffic violations bureau and designate a person as violations clerk for such traffic violations bureau. Such traffic violations bureau shall be operated within the procedures as established by the rules of the Supreme Court of the State of Missouri for traffic violations bureaus.
(b) 
The clerk of the traffic violations bureau shall serve as municipal court clerk.
(c) 
The municipal court clerk shall have all the powers, rights, and duties vested in such office or applicable to such office as set forth in the Rules of Practice and Procedure in Municipal Courts and Traffic Courts as promulgated by the Supreme Court of the State of Missouri and the Ordinances of the City of Rolla, Missouri.
(d) 
The clerk of the municipal court is authorized to issue warrants upon the filing of information by the prosecutor charging the commission of an offense of the Code of the City of Rolla, Missouri.

All motor vehicles, and all other vehicles, including bicycles, carts and wagons, driven, operated or propelled on, over and along certain designated streets in the City, shall be driven, operated or propelled in one (1) direction only, as follows:

(a) 
Every person operating or riding as a passenger on any motorcycle upon any highway, street or alley of the city shall wear protective headgear at all times the vehicle is in motion.
(b) 
The protective headgear required herein shall meet reasonable standards and specifications established by the director of revenue of the state.
(c) 
The term "motorcycle" shall mean a motor vehicle operated on two (2) wheels.

(a) 
It shall be unlawful for any person to operate a motor vehicle or trailer upon the public streets, avenues, boulevards, parkways, or alleys, or state highways in the city without having displayed the valid license plates or temporary permit issued by the director of motor vehicle department of the state, entirely unobscured, unobstructed, and all parts thereof plainly visible and kept reasonably clean, and so fastened as not to swing. In the event only one (1) license plate is issued, such plate shall be displayed on the rear of the motor vehicle.
(b) 
It shall be unlawful for any person to park upon a public street a motor vehicle which does not have attached thereto a valid state license plate which has been issued by the proper authority for use on such motor vehicle.
