The city council hereby adopts the Personnel Policies Manual
dated January 1986, with amendments as may be subsequently approved
by the city council, as the official policy of the city with regard
to personnel administration. A copy of the manual shall be maintained
in the office of the city secretary. The city secretary shall keep
the manual updated as amendments are approved by the city council.
