The following words and phrases, when used in this article, shall have the meaning respectively ascribed to them in this section, as follows:
Commercial motor vehicle.
Any motor vehicle other than a motorcycle designed or used for the transportation of property, including every vehicle used for delivery purposes.
Motor vehicle.
Every vehicle, as herein defined, which is self-propelled.
Pole trailer.
Every vehicle without motive power designed to be drawn by another vehicle and attached to the towing vehicle by means of a reach or pole, or being boomed or otherwise secured to the towing vehicle, and ordinarily used for transportation of long or irregularly shaped loads, such as poles, pipes or structural members capable generally of sustaining themselves as beams between the supporting connection.
Semi-trailer.
Every vehicle of the trailer type so designed or used in conjunction with a motor vehicle that some part of its own weight and that of its load rests upon or is carried by another motor vehicle.
Trailer.
Every vehicle without motive power, designed or used for carrying property or passengers, wholly on its own structure, and to be drawn by a motor vehicle.
Truck tractors.
Every vehicle designed or used primarily for drawing other vehicles, and not so constructed as to carry a load other than a part for the weight of the vehicle or load drawn.
Vehicle.
Every mechanical device in, upon, or about which any person or property is or may be transported or drawn upon a public highway, including motor vehicles, commercial motor vehicles, truck tractors, trailers and semi-trailers, severally as herein defined, but excepting devices moved by heat and power [or] used exclusively upon stationary rails or tracks.

The following streets and parts of streets are designated as “Truck Routes” under this section.

All of that portion of Belt Line Road located within the corporate limits of the city, from the east city limits to U.S. Highway 75 (I.H. 45).
U.S. Highway 75 (I.H. 45)
All of that portion of said highway located within the corporate limits of the city, from the southernmost city limits to the northernmost city limits.
Pleasant Run Road
All of that portion of Pleasant Run Road located within the corporate limits of the city, from U.S. Highway 75 to the west city limits, said point being the intersection of the centerline of Pinto Road and Pleasant Run Road.

The chief of police or such other person designated by the city council, shall erect appropriate signs and markings to designate the truck routes. Whenever any street designated as a truck route is being repaired, or is otherwise temporarily out of use, the chief of police, or other person designated by the city council, is hereby authorized to designate a truck route for such period as might be necessary.

It shall be unlawful for any person or company to park, operate, or cause to be operated any commercial motor vehicle, truck tractor, trailer, semi-trailer, pole trailer, or any combination thereof on any public street within the corporate limits of the city, except upon streets as are designated as truck routes.

The provisions of this article shall not apply to the following:
(1) 
A vehicle traveling over the shortest practical route to or from a point on a truck route, to or from a truck terminal, garage, place of repair, place of performing a service, or place of loading or unloading. Any such vehicle shall be permitted to proceed from such point without returning to a truck route, if to do so would unreasonably increase the distance to be traveled between such points. The operator of such vehicle shall carry evidence of the location of his last stop and of his destination in order for this exception to apply.
(2) 
Emergency vehicles operating in response to any emergency call.
(3) 
Vehicles operated by public utilities while cruising in an assigned area for the purpose of inspecting facilities of said public utility and/or providing maintenance service to said facility.
(4) 
Vehicles operated for public service, such as vehicles used in garbage collection, street repairs, and water service and maintenance.
