The director of traffic control shall determine on the basis of engineering and traffic surveys the reasonable and safe maximum speed limits for each street within the city and submit recommendations based upon his investigation to the city council. On the basis of the recommendations of the director of traffic control, the city council may alter the maximum speed limit established by this code as the council deems necessary. The police chief shall post the maximum and minimum speeds established by this code by appropriate signs in conspicuous places so that every motorist may be aware of the speed limits. No sign shall be required in an urban district where the maximum speed limit is thirty (30) miles per hour.

A person commits an offense if he operates a vehicle on any public street within the city at a speed greater than thirty (30) miles per hour or on any public alley at a speed greater than ten (10)miles per hour, unless otherwise established by this code. Any speed in excess of thirty (30)miles per hour on a public street or ten (10) miles per hour in a public alley, unless otherwise provided by this code, shall be prima facie evidence that the speed is not reasonable nor prudent and is unlawful.

(a) 
Generally.
No person shall drive a vehicle on a highway or street in the corporate limits in the city within an area hereinafter designated a school zone, between the hours of 7:00 a.m., and 9:00 a.m., and 2:00 p.m. and 4:00 p.m., Monday through Friday, except legal holidays recognized by the Dallas Independent School District, at a speed greater than is reasonable and prudent under the circumstances then existing. Except when a special hazard exists, that requires lower speeds for compliance with this section, fifteen (15) miles per hour shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.
(b) 
Enumerated.
(1) 
College Street at a point of beginning, south at its intersection with the southernmost boundary of 1st Street to a point of ending at its intersection of Kissell Street at Cottonwood Street.
(2) 
Kissell Street at a point of beginning, south at its intersection with College Street at Cottonwood Street to a point of ending at its southernmost boundary of the intersection at Chandler Street.
(3) 
Walnut Street at a point of beginning east at its intersection with College Street, to a point of ending at its intersection with Dallas Avenue West. i.e. Walnut Street in its entirety.
(4) 
Dallas Avenue at a point of beginning south at its intersection with Dalport Road, to a point of ending north, at its intersection with First Street.
(5) 
East Beltline Road at a point of beginning west at its intersection with Little Street, to a point of ending east at its intersection with College Street.
(c) 
Penalty.
Any person, firm or corporation violating any of the provisions of this section, as amended hereby, shall be deemed guilty of a misdemeanor and, upon conviction in the municipal court of the city, shall be punished by a fine in accordance with the general penalty provided in section 1.01.009 of this code.
