All construction shall, as near as practical, conform to the following plan
(1) 
The base line for the purpose of numbering will be the H.&T.C. Railroad, and Belt Line Road, as hereinafter indicated, shall be the base lines for the purpose of home numbering, and each street east and west, or substantially in that course shall, for the purpose of such numbering, have its beginning point at the east or west side of the H.&T.C. Railroad, as the case may be, the numbering at such initial point with the number of 100, and to increase east or west, as the case may be, to the corporation line as it now exists, or may be hereafter extended; and each street running north and south, or substantially with that course, shall begin at the north and south side of Belt Line Road, as the case may be, with the number of 100 increasing north and south, as the case may be, from such initial point to the corporate limits, as they at the present exist, or may hereafter be extended.
(2) 
Structures located on the north side and the west side of a street will be given odd numbers; those located on the south side and east side will be given even numbers.
(3) 
Diagonal streets shall be numbered in the east-west or north-south series in accordance with the dominant direction of the street.
(4) 
Cul-de-sacs which have two or more lots directly facing each other, and the lot fronts parallel to each other, will be given street names. Shorter cul-de-sacs where all lots front the circle may or may not be named. If not named, they will be assigned numbers from the series used on the street from which the cul-de-sac runs.
(5) 
In the case of group housing projects with private drives and interior parking bays, a number will be assigned to the driveway. This will become the street address for all units on the drive, parking bay or court. Separate units or apartments will then carry the street number as well as apartment number.
(6) 
All house and building numbers will be placed immediately above, on, or at the side of the proper door of each building and shall be of such size and color as to be seen plainly from the street. In cases where houses are located sufficiently far from the street as to make it impracticable to place a number thereon which would be visible from the street, the number will be placed near the walk, driveway or upon a gate post, fence, tree, post or other appropriate place so as to be easily discernible from the street. The numbers should blend architecturally in size and design with the structure as nearly as practicable. The placement of these numbers are in addition to the numbers that should appear on mail boxes when it is appropriate.

(a) 
It shall be unlawful for any person, firm or corporation to make any excavation or embankment in any street, avenue, alley or public easement in the city without first obtaining a written permit from the city. Whenever any person, firm or corporation desires to make an excavation or embankment in any street, avenue, alley or public easement in the city, he shall make application to the city for a permit, and said permit shall be issued upon the payment of a fee established by resolution of the city council.
(b) 
When any part of any street, avenue, alley or public easement in the city shall be excavated, torn, dug or taken up for any purpose or when an embankment is placed thereon, the person or persons doing the same shall, immediately upon the completion of such purpose, and within at least ten (10) days after the completion of such purpose, return the earth and ram and puddle the same to a firm and solid bearing and in such manner as will entirely prevent the settling of such earth, and shall also re-lay the paving, macadamizing or gravel in a skillful and permanent manner, and in every case to the satisfaction of the superintendent of public works of the city, or other person designated by the city council. Failure to comply with the requirements of this section shall constitute an offense, and each and every day such failure continues shall constitute a separate offense.
(c) 
It is hereby made unlawful for any person, firm or corporation to make any excavation of whatever kind in the city, whether the same be in, along or near any street or sidewalk, alley or highway, of any kind without placing proper guard rails and signal lights or other warning, in or around the same, sufficient to warn the public of such excavation and to protect all persons using reasonable care from accidents on account of the same. Whenever it becomes necessary to block any street, road, alley, or highway in the city by reason of any such excavation or embankment, the fire department and city hall shall be notified in advance as to the date, time and place of the necessity to block said street, road, alley or highway. The fire department and city hall shall be notified as to the date and time of the removal of such blockade. In no event, however, shall any such street, road, alley or highway be closed overnight, without the approval of the city.
(d) 
Public utility companies may perform emergency work during the nighttime, but it will be necessary for any such public utility company to obtain the permit therefor as required by this article the next day following such work.
