There is hereby created the city public works department.

There shall be appointed by the city administrator with approval
of the city council a city employee who shall act as the superintendent
of public works, who shall perform all duties placed upon him by the
city and such other duties prescribed by the provisions of this division.

The superintendent of public works shall coordinate and supervise
animal control, refuse collection, and street repair and maintenance,
under the direction of the city administrator.
