Commencing with the first meeting of the city council, after the election to be held on May 18, 1946, there shall be, in lieu of one-year terms of office, two staggered terms of office for the mayor and city councilmembers. At the first meeting of the city council following the election, five (5) city councilmembers shall draw lots to determine which two of them shall serve two-year terms. The remaining three councilmembers shall hold office for the initial term of one year. The mayor automatically serves a two-year term. Thereafter, all members of the city council hold office for terms of two years and until their successors have qualified.

In order to more effectively serve the citizens of the city, for the purposes of the orderly conducting of city business and good government, the mayor and city council shall meet at least once a month in regular session at the time and place determined by a resolution adopted by the city council. It is also hereby established that an amendment, change or alteration to the time and place of regular meetings shall be determined by a duly passed and lawful resolution in compliance with state law.
