Commencing with the first meeting of the city council, after
the election to be held on May 18, 1946, there shall be, in lieu of
one-year terms of office, two staggered terms of office for the mayor
and city councilmembers. At the first meeting of the city council
following the election, five (5) city councilmembers shall draw lots
to determine which two of them shall serve two-year terms. The remaining
three councilmembers shall hold office for the initial term of one
year. The mayor automatically serves a two-year term. Thereafter,
all members of the city council hold office for terms of two years
and until their successors have qualified.
