Each purchaser, consumer, or customer of city water, city sewer, or city residential garbage collection service shall make a deposit with the city in the following amount:
(1) 
Residential consumers and customers of city water, sewer, and/or garbage service (including transferred accounts): One hundred twenty-five dollars ($125.00); provided, however, those residential consumers and customers who wish to transfer their account from one location to another location served by the city may do so without increasing their deposit provided that customer has not been on the water department’s cutoff list within most recent twelve (12) months and no more than three (3) times in the last five (5) years.
(2) 
Business or commercial users, wherein water is not a part of their business operations: Fifty dollars ($50.00).
(3) 
Residential customers using city garbage collection service only: Fifty dollars ($50.00).
(4) 
Apartment houses: Two hundred fifty dollars ($250.00) for the first two (2) units and fifty dollars ($50.00) for each additional unit, not to exceed a total of one thousand dollars ($1,000.00).
(5) 
Convenience store with snack bars and/or fuel pumps and greenhouse/nursery: One hundred dollars ($100.00).
(6) 
Cafes, restaurants, and other similar businesses: Two hundred fifty dollars ($250.00).
(7) 
Car dealerships, service stations, car washes, auto detail shops and gyms: Two hundred fifty dollars ($250.00).
(8) 
Laundries and waste haulers: Five hundred dollars ($500.00).
(9) 
Fire plug meters: One thousand two hundred seventy-five dollars ($1,275.00) or current cost of meter.
(10) 
Nursing home/retirement home, tourist courts, hotels and motels: Seven hundred fifty dollars ($750.00).
(11) 
Any new account or current account requiring special attention or not falling within one of the categories defined herein shall be required to provide a deposit in an amount determined by the director of finance or his designee, considering the size of the service connection, anticipated water billing, prior history of prompt payment of city accounts, outstanding delinquencies on city accounts, and other appropriate factors.

(a) 
Charges for sewer service furnished by the City to residential, commercial and industrial customers shall be based upon customer class and meter size, incorporating a base monthly cost for the first increment of usage and a cost for each additional one hundred (100) cubic feet or portion of one hundred (100) cubic feet above the first increment, as shown in the following tables:

(b) 
Users desiring to discharge sewage into the city's sewerage system, the strength of which sewage exceeds two hundred fifty (250) parts per million biochemical oxygen demand (BOD), two hundred fifty (250) parts per million of total suspended solids (TSS), or thirty (30) parts per million of ammonia (NH3), and which is acceptable under article 12.05 of this code, may do so upon written permission of the city and by paying a monthly treatment charge in the amount of two dollars and two cents ($2.02) per pound of biochemical oxygen demand (BOD) in excess of the allowable biochemical oxygen demand (BOD); one dollar and seven cents ($1.07) per pound of total suspended solids (TSS) in excess of the allowable total suspended solids (TSS); and ninety-two cents ($0.92) per pound of ammonia (NH3) in excess of the allowable ammonia strength. The city shall make the necessary tests of the user's sewage strength to determine this charge. The charge prescribed by this subsection shall be in addition to the charges prescribed in subsection (a) hereof.

Wastewater service to customers who do not receive water service from the city shall be billed monthly in accordance with section A10.004.

(a) 
When it becomes necessary for the water department of the city to disconnect or reconnect water service the following schedule of charges shall apply:

A meter tampering charge of one hundred fifty dollars ($150.00) shall be assessed against any customer that tampers with the city water meter.

(a) 
A customer with an active, non-delinquent account may be permitted to have a second water connection at a separate service location for a period of time not to exceed ten (10) days for the purposes of cleaning or repairing the second location without being required to post a second water deposit. The additional ten-day period of service at the separate location shall constitute a separate billing period, subject to all minimum billing provisions and an additional service fee of twenty dollars ($20.00).
(b) 
Water service may be provided for a six-hour period for the purpose of a third party inspection required in the sale or the purchase of a home for a fee of twenty-five dollars ($25.00).

(a) 
Permits.
Each person shall include with an application for permit an initial fee of one hundred dollars ($100.00), with an annual renewal fee of fifty dollars ($50.00).
(b) 
Waste disposal at POTW.
Waste transporters utilizing the city POTW will be charged a minimum fee of thirty-three dollars ($33.00) for one thousand (1,000) gallons, and all over one thousand (1,000) gallons shall be pro-rated at the minimum fee for one thousand (1,000) gallons. Waste transporters may also be surcharged for wastes that exceed the parameters of normal domestic wastewater as established in section 12.05.046(a). This charge will be based upon the strength of a representative grab sample from each load. Fees shall be reviewed on a regular basis by the city council and adjusted as necessary to reflect true costs to the city. No wastes shall be accepted containing prohibited substances as described in section 12.05.075.

(a) 
Monthly rate.
The rate for the collection and removal of garbage, rubbish, and brush for each residential unit using or occupying any building, house or structure or part thereof for residential purposes shall be determined by contract between the city and a third-party solid waste collection contractor and shall be subject to periodic increases as provided for by said contract and shall be collected by the city.
(b) 
Administrative and landfill fee.
An additional fee of six dollars ($6.00) per month shall be charged to each residential account to cover the city's administrative and landfill costs accept as set forth in subsection (d).
(c) 
Street use fee.
An additional monthly fee of 11% of the total of the monthly rate and administrative and landfill fee shall be charged to each residential account as a street use fee.
(d) 
Customers outside city limits. The administrative and landfill fee set forth in subsection (b) shall be twelve dollars ($12.00) for residential customers of the city that are located outside the corporate limits of the city.

(a) 
Application for permit.
Each application for a permit under section 12.04.042 shall be accompanied by a nonrefundable application fee of five hundred dollars ($500.00).
(b) 
Street use fee.
(1) 
Each holder of a permit issued under section 12.04.042 shall pay the city a street use fee equal to eleven (11) percent of the gross receipts earned from waste collected, hauled, or disposed from within the city limits.
(2) 
Anyone who fails to pay the fee within the time required shall forfeit ten (10) percent of the amount due as a penalty.
