(a) 
The city manager shall appoint an environmental services supervisor, and such assistants as the city manager may determine to be necessary, who shall receive such salaries as shall be determined from time to time by the city council.
(b) 
The city manager shall appoint supervisors as deemed necessary, establishing job titles as authorized.
(c) 
In the construction of this section, the definitions set out in section 12.05.004 shall apply.
