(a) 
Conformity with manual and specifications; uniformity.
All traffic-control devices including signs, signals and markings (pavement and/or curb) installed or used for the purpose of directing and controlling traffic within the city shall conform with the manual and specifications adopted by the state transportation commission as provided in V.T.C.A., Transportation Code, section 544.001. All signs, signals and markings erected or used by the city must conform to the manual and specifications adopted under V.T.C.A., Transportation Code, section 544.001. All existing traffic control devices and those erected in the future by the city being consistent with the manual and specifications, state law and this section shall be official traffic-control devices.
(b) 
Establishment of burden of proof with regard to traffic-control devices and signals.
(1) 
Not required with prosecution.
In any prosecution for any violation of this chapter, it shall not be necessary for the state to prove the installation or authority thereof of any traffic-control device or signal.
(2) 
Defense’s right of rebuttal.
Any person charged with a violation of this chapter shall have the right to prove the sign, signal or device was not so installed or authorized as a defense.

The director of public works shall place and maintain traffic-control signs, signals, and devices when and as required under this chapter and to make effective the provisions of this chapter. He may place and maintain such additional traffic-control devices as he may deem necessary to regulate traffic under this chapter and other ordinances of the city or under state law, or to guide or warn traffic.

The director of public works may test all forms of traffic-control devices under actual conditions of traffic not inconsistent with state law.

The director of public works is hereby authorized:
(1) 
To designate and maintain, by appropriate devices, marks or lines upon the surface of roadways, crosswalks at intersections where, in his opinion, there is particular danger to pedestrians crossing the roadway, and at such other places as he may deem necessary.
(2) 
To establish safety zones of such kind and character and at such places as he may deem necessary for the protection of pedestrians.
(3) 
To mark lanes for traffic on street pavements at such places as he may deem advisable, consistent with the traffic ordinances of the city.

(a) 
Establishment.
A traffic-control system for the city is hereby adopted and designated and set out upon the traffic-control map of the city, said map being a part of this section as fully as if the same were set forth herein in detail. All traffic-control devices and all parking spaces and prohibited parking areas shall be placed and marked only in accordance with this map and amendments thereto and shall comply with the Uniform Traffic Manual of the state.
(b) 
Traffic-control map adopted.
Two (2) original, official and identical copies of the traffic-control map are hereby adopted, bearing the signature of the mayor, the attestation of the city clerk and approved as to form by the city attorney on July 11, 1988, and shall be filed and maintained as follows:
(1) 
One (1) copy shall be filed with the city clerk and retained as the original record and shall not be changed in any manner.
(2) 
One (1) copy shall be filed with the chief of the city police department and shall be maintained up-to-date by the city engineer by posting all changes in the form of subsequent amendments, for use in enforcing the observance of said [traffic-control devices, parking spaces, and prohibited parking areas, as] established.
(3) 
Reproductions for information purposes may from time to time be made of the official traffic-control map.
