The purpose of the library department shall be to maintain a
free public library within the city. Such free public library shall
be located upon the property donated to the city by J.J. Culbertson
and wife, Emily Lee Culbertson, the same being a lot one hundred (100)
feet deep, which fronts one hundred (100) feet on the west side of
South Main Street, and property purchased by the city, being Lots
3, 4, 5, 6 and 7, City Block 178, 217.7 feet deep, which fronts 200
feet on the west side of South Main Street, a distance [area] of 0.9995
acres of land, which shall be known as the Paris Public Library.
