There is hereby created under the authority granted in section 36 of the city charter and in accordance with section 25 of the city charter the library department, whose head shall be known as the director of library services.

The purpose of the library department shall be to maintain a free public library within the city. Such free public library shall be located upon the property donated to the city by J.J. Culbertson and wife, Emily Lee Culbertson, the same being a lot one hundred (100) feet deep, which fronts one hundred (100) feet on the west side of South Main Street, and property purchased by the city, being Lots 3, 4, 5, 6 and 7, City Block 178, 217.7 feet deep, which fronts 200 feet on the west side of South Main Street, a distance [area] of 0.9995 acres of land, which shall be known as the Paris Public Library.

As required by the terms of the grant of the library property to the city and the city’s acceptance thereof, the city council shall annually, at the regular time for making appropriations, appropriate out of the current funds of the city a minimum of three thousand dollars ($3,000.00) for the operation and maintenance of the library. Such appropriation shall be paid, by proper warrant, to the library in equal monthly payments.
