There is hereby created, in accordance with section 25 of the city charter, the department of community development.

The purpose of the department of community development shall be to plan or replan the development of the community, the clearance of slum districts, rehabilitation of blighted areas, the improvement and redevelopment of neighborhoods, and the reconstruction or redevelopment of any area or district which may have been destroyed in whole or in part by disaster.

The department of community development shall have the following responsibilities, duties and functions in conjunction with the formulation of comprehensive planning recommendations for community development:
(1) 
Conduct research on growth and development of the community.
(2) 
Formulate and recommend acceptable planning standards and locations for community facilities such as streets, buildings, parking, pedestrian and vehicular circulation, police and fire protection, parks and recreation, schools, public institutions and private enterprise.
(3) 
Prepare community goals and objectives for community facilities.
(4) 
Prepare development plans and programs within funding capabilities.
(5) 
Provide technical services for the planning commission, other governmental agencies and private organizations by maintaining an up-to-date plan for the use of land within the city and nearby areas subject to urbanization. Work with and recommend to the planning and zoning commission effective methods of enforcement and control.
(6) 
Revise and maintain the official zoning district map as approved by the city council.
(7) 
Coordinate activities of community development with activities of other departments and cooperate in exchange of information, personnel and services to accomplish priority goals.
(8) 
Increase public understanding and acceptance of community development through planning.
(9) 
Prepare community goals and objectives for clearance of slum districts and rehabilitation of blighted areas.
(10) 
Prepare community goals and objectives for replanning, improvement and redevelopment of neighborhoods and for the replanning, reconstruction or redevelopment of any area or district which may have been destroyed in whole or in part by disaster.
