Small home
means a cottage or bungalow consisting of a single story, constructed with a permanent foundation, and meeting all other requirements of the building codes in place at the time of its construction, unless otherwise provided herein. Small homes shall be a minimum size of 700 square feet and may not exceed 999 square feet in size.
Small home park
means a residential land use in which multiple small homes as defined herein are placed on a single lot approved under the city’s subdivision regulations.

Small homes shall be permitted only within the Single-Family-3 (SF-3) zoning district with a specific use permit (SUP) or as part of a small home park, which may be allowed within the SF-3, Light Industrial (LI), and Heavy Industrial (HI) zoning districts with an SUP, or within a planned development (PD).

A developer of a small home park shall submit a preliminary site plan showing shape, area and size of the site, distance to street intersections, north point, general topography, location and grouping of lots and accessory buildings, walks, streets, driveways and parking areas. Exhibits to the site plan must be sufficient to permit a tentative conclusion as to the acceptability of major elements of the project. After obtaining appropriate zoning for the small home park, the developer shall submit a final site plan for the development of the property showing, in addition to information required on the preliminary plan, the location, extent and nature of all improvements, both permanent and temporary, proposed on the property, including a complete grading and drainage plan showing existing and proposed contours, including those on adjacent properties, finished floor pad elevations, and all existing and proposed drainage structures and contours.

The density of the park shall be no less than five (5) or more than twelve (12) small home units per gross acre of land. The minimum size of each lot shall be 5,000 square feet. The distance from the line or corner of any residential structure to that of any other residential structure on the opposite side of a street shall be a minimum of thirty-six (36) feet. No building corner shall be located closer than twenty (20) feet to a dedicated public street or right-of-way.

The provision of water and sanitary sewer connections to each pad site shall be the responsibility of the developer; the city shall only be responsible for providing wet utilities to the property line. Engineering plans for water and sanitary sewer shall be approved by the city and all requirements of the city shall be complied with. All utilities shall be installed underground.

Parking shall be provided at a ratio of two parking spaces for each home lot and shall be located adjacent to the home being served.

(a) 
No direct access to public streets shall be allowed from individual pad sites. Access into and out of the park shall be designed such that outside traffic will be prevented or discouraged from passing through the park.
(b) 
Drainage and garbage collection rights-of-way, fire lanes, and utility easements shall be provided as required by the city. This may be accomplished by making all drives within the project easements for vehicular access and service.
(c) 
Streets shall be provided on the site where necessary to furnish principal traffic ways for convenient access to all homes and other important facilities on the property. Streets shall be privately owned and maintained. The street system shall be designed with blocks of proper size and shape to provide desirable home lots and to reduce excessive length of street construction without impairing convenient circulation and access by normal traffic and emergency vehicles.
(d) 
The street system shall provide convenient circulation by means of minor streets and properly located collector streets. Closed ends of dead-end streets shall be provided with adequate paved vehicular turning or backing space. A turning circle shall be at least eighty (80) feet in diameter.
(e) 
Streets shall intersect as near as possible at 90-degree right angles, and no street shall intersect at less than 75 degrees. Intersections of more than two streets at one point shall be avoided.
(f) 
All internal driveways, entrances, service drives and parking areas not required for fire apparatus access shall have a minimum surfacing of four inches of crushed stone (maximum pi of 12), gravel, or other appropriate durable material compacted to maximum practical density and two coats of penetration asphalt and shall have a four-inch-high 30-inch-wide raised curb and gutter of concrete. All drive areas intended to provide fire access shall be asphalt or concrete to be approved by the city engineer. The developer shall bear the total costs and maintenance of all such improvements, including curb and drainage structures that may be necessary.

A screening fence with a minimum height of six (6) feet shall be provided along all property lines not exposed to a dedicated public street as indicated on the development site plan. This requirement can be waived if natural or man-made physical features create an adequate separation.

A commons area equal to not less than eight percent (8%) of the gross area of the small home park shall be devoted to recreational facilities, commonly accessed public spaces such as trails and common lawns, and shall generally be provided in a central location.
