A board of review is hereby established and shall serve without pay. Such board shall consist of five (5) persons, appointed by the city council from the following sources:
(1) 
One (1) member shall also be a member of the planning and zoning board.
(2) 
One (1) member shall be from the architecture or design field of expertise or possess practical experience, knowledge or interest in the architecture of the period.
(3) 
Two (2) members shall be citizens of the city who have demonstrated an interest in the total development of the city.
(4) 
One (1) member shall be a resident property owner within the district who has demonstrated an interest in the history and heritage of the city.

(a) 
The board of review shall elect from its membership a chairman who shall serve for a term of one (1) year and who shall be eligible for reelection. The chairman shall preside over the board and shall have the right to vote.
(b) 
The board shall meet at such times as it may determine, or upon call of the chairman thereof; provided, however, that upon the filing of an application for a certificate of appropriateness in the district, the board shall meet within fifteen (15) days from the date of filing of such application and shall take action thereon within thirty (30) days after the date of filing of such application. If action thereon is not taken within thirty (30) days after the date of filing of such application, it shall be deemed to have been recommended for approval and a certificate showing the filing date and the failure to take action on the application within thirty (30) days shall be issued by the board on demand.
(c) 
A majority of members of the board shall constitute a quorum and action taken at a meeting shall require the affirmative vote of a majority of the appointive members of the board.
