No person knowingly and willfully shall resist and oppose any public safety officer:
(a) 
When such officer is making an arrest or serving any writ, bill, order or other process; or,
(b) 
Intentionally to obstruct or hinder any such officer in the performance of his duty.

No person knowingly and willfully shall refuse or neglect to assist any police or other officer of any law enforcement agency when lawfully required to do so by such officer in making an arrest, in the service of any process or in the suppression of a breach of the peace.
No person other than a member of the Police Division or one authorized by the Chief of Police shall use those badges and uniforms prescribed for the use of the Police Division, or make use of the whistles, calls or other modes of signaling that are used by the Police Division.
