The words and phrases used in this chapter shall have the meanings
respectively ascribed to them by Article 1 of the Vehicle and Traffic
Law of the State of New York.

The following words and phrases which are not defined by Article
1 of the Vehicle and Traffic Law of the State of New York shall have
the meanings respectively ascribed below:
The Chief of Police of the Village of Lake Placid, New York.
New Year's Day, Memorial Day, Independence Day, Labor Day,
Thanksgiving Day and Christmas Day.
An authorized civilian employee of the Lake Placid Police
Department, Parking Division, or an authorized police officer of the
Lake Placid Police Department.
Any authorized vehicle operated by the Village of Lake Placid,
State of New York, including, but not limited to, vehicles operated
by the Lake Placid Police Department, Fire Department, Highway Department,
Water Department and Electric Department, New York State Police and
Lake Placid Volunteer Ambulance Service.
A designated location upon or within which the parking of
vehicles is regulated by parking meters, pay stations, or lot attendant.
A device capable of accepting requests and payment for parking
of vehicles and acknowledging such requests of payment by the issuance
of time-dated receipts which give evidence of the date, hour and minute
through which payment has been made.
A receipt for a parking payment transaction indicating the
date, hour and minute through which the vehicle displaying such receipt
may continue to legally occupy a parking space, provided that the
vehicle is parked in conformance with all other provisions of this
chapter.
Any area or space on a street or public parking lot where
a vehicle may legally park, including, but not limited to, metered
parking spaces, handicapped spaces and permit parking areas.
Any parking area designated as a permit parking area by the
Village of Lake Placid.
A sticker, decal or other official designation issued by
the Lake Placid Police Department which allows a person to park a
vehicle registered to him/her in a permit parking area.
A plot or parcel of land or building owned and/or leased
by the Village, not including highways, upon or within which the parking
of vehicles is regulated by signs and/or parking meters/pay station.
