In cases where the Borough performs some ad hoc service for another party for which compensation is to be received, there shall be charged such party, in addition to the Borough's direct costs, such as those for labor, materials and equipment, an additional amount of 15% of said direct costs, for administration and overhead.

For all accounts due the Borough of Carlisle, additional charges shall be applied in accordance with Article II, § 120-22, of this chapter, as may be, from time to time, amended.
