No person shall stand or park any vehicle in any street, way, highway or road under the control of the City; and no person shall allow, permit or suffer any vehicle registered in his or her name to stand or park in any street, way, highway or road under the control of the City in violation of any of the traffic ordinances passed by the City Council and in particular in any of the following places, except when necessary to avoid a conflict with other traffic or in compliance with the direction of a police officer or traffic sign or signal:
A. 
Within an intersection, except within those areas where the erection and maintenance of parking meters have been specifically approved by the Department of Public Works of the commonwealth.
B. 
Upon any sidewalk.
C. 
Upon any crosswalk.
D. 
Upon a bridge and the approach thereto.
E. 
Upon the roadway where parking is permitted unless both wheels on the right side of the vehicle are within 12 inches of the curb or edge of the roadway except upon those streets which are designated as one-way streets. On such one-way streets, a vehicle shall be parked in the direction in which such vehicle is moving and with both wheels within 12 inches of the curb. This shall not apply to streets or parts of streets where angle parking is required by this chapter.
F. 
Upon any roadway where the parking of a vehicle will not leave a clear and unobstructed lane at least 10 feet wide for passing traffic.
G. 
Upon any street within 10 feet of a fire hydrant.
H. 
Upon or in front of any private road or driveway.
I. 
Upon any street within 20 feet of an intersecting way or within five feet of any private road or driveway or alley.
J. 
Within 15 feet of the wall of a fire station or directly across the street from such station, provided that signs are erected acquainting the driver of such restrictions.
K. 
Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic.
L. 
Within an area designated as restricted to handicapped persons or disabled veterans.
M. 
Upon any roadway, any nonmotorized vehicle or trailer, whether registered or unregistered. Any vehicle or trailer will be considered nonmotorized for the purposes of this section if said vehicle or trailer is incapable of being moved under its own independent power without a motorized means of movement and is, thus, reliant on attaching itself to a motorized vehicle for its movement. This section is intended to include but not be limited to such vehicles or trailers as a recreational camping trailer, a boat trailer or a utility trailer. This regulation shall not apply during the actual loading or offloading of such trailer or vehicle.
N. 
Within 800 feet of a fire or within fire lanes established by the Fire Department, or upon or beside any traveled way, whether public or private, leading to the scene of a fire.
O. 
In such a manner as to obstruct the approach to the fire of any fire apparatus or any ambulance, safety or police vehicle, or of any vehicle bearing an official Fire or Police Department designation.

A. 
Any person or body that has lawful control of a public or private way or of improved or enclosed property used as off-street parking areas for businesses, shopping malls, theaters, auditoriums, sporting or recreational facilities, cultural centers, residential dwellings, or for any other place where the public has a right of access as invitees or licensees, shall be required to reserve parking spaces in said off-street parking areas for any vehicle owned and operated by a disabled veteran or handicapped person whose vehicle bears the distinguishing license plate authorized by MGL c. 90, § 2, according to the following formula. If the number of parking spaces in any such area is more than 15 but not more than 25, one parking space; more than 25 but not more than 40, 5% of such spaces but not less than two; more than 40 but not more than 100, 4% of such spaces but not less than three; more than 100 but not more than 200, 3% of such spaces but not less than four; more than 200 but not more than 500, but not more than 1,000, 1 1/2% of such spaces but not less than 10; more than 1,000 but not more than 2,000, 1% of such spaces but not less than 15; more than 2,000 but less than 5,000, 3/4 of 1% of such spaces but not less than 30. The Chief of Police is authorized to designate areas upon any street or City parking area where handicapped parking is to be permitted, upon a showing that such parking may be safely allowed and the person seeking the designation is qualified for such parking.

B. 
Parking spaces designated as reserved under the provisions of Subsection A shall be identified by the use of abovegrade signs with white lettering against a blue background and shall bear the words "Handicapped Parking: Special Plate Required. Unauthorized Vehicles May be Removed at Owner's Expense"; shall be as near as possible to a building entrance or walkway; shall be adjacent to curb ramps or other unobstructed methods permitting sidewalk access to a handicapped person; and shall be 12 feet wide or two eight-foot-wide areas with four feet of cross hatch between them.
C. 
No person shall leave an unauthorized vehicle within parking spaces designated for use by disabled veterans or handicapped persons or in such a manner as to obstruct a curb ramp designed for use by handicapped persons as a means of egress to a street or public way.

A. 
No person shall park a vehicle upon any street in a voter-parking-only zone for a period of time exceeding 20 minutes during such time as polling places are open for voting in any general municipal, state or federal election or primary or such other times as polling places may be open for voting.
B. 
The following streets or parts thereof are designated as "voter parking only." The voter-parking-only designation shall supersede normal parking restrictions only during such time as the polls are open on an election primary or other voting day. Voter parking only may be designated by temporary devices covering parking meters in those areas where parking meters are used.

No person shall park a vehicle within 20 feet of either end of a safety zone which is located within 30 feet of the curb or edge of the roadway.

No person shall park a taxicab upon any street within a business district at any place other than the taxicab stand or stands designated for the use of his or her taxicab except while engaged or while waiting for an opportunity to use a taxicab stand designated for his or her use.

No person shall park a vehicle upon any street in any service or loading zone for a period of time longer than 15 minutes except while actually engaged in loading or unloading; provided, however, that such loading and unloading shall not exceed a period of time longer than 1/2 hour between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday, excluding holidays.
A. 
The Parking Clerk and the Commissioner of Public Works shall determine upon what streets angle parking shall be permitted and shall cause signs to be erected on such streets.

B. 
Upon any streets or parts of streets upon which angle parking is permitted, a vehicle shall be parked with one wheel within 12 inches of the curb and at the angle to the curb indicated by such official signs. The vehicle shall be parked so that all four wheels of the vehicle shall be placed wholly within any painted lines provided.

A. 
Whenever the Mayor, or his or her designee, declares a snow emergency exists in the City in regard to snow plowing or snow removal by giving at least six hours' notice, it shall be unlawful for the owner, operator or person in charge of any vehicle (other than one acting in an emergency) to park such vehicle or permit or suffer the same to be parked on any public street in this City for the duration of the emergency. A snow emergency so declared shall continue for a forty-eight-hour period which may be extended by the Mayor or his or her designee as circumstances require. During said snow emergency, the Commissioner of Public Works shall conduct snow plowing, removal, and sand and salt operations.

B. 
The Mayor or his or her designee may remove the restrictions imposed in any snow emergency for areas of the City as they become cleared.

C. 
The Commissioner of Public Works shall notify the Fitchburg Police Department, local TV, radio stations, newspapers and others as said Commissioner deems appropriate of any snow emergency declared under this section.
D. 
Any violation of this section will result in a fine per Chapter 169, § 169-58 of the Code of the City of Fitchburg, entitled Violations and penalties and, upon the authority of a police officer, the Commissioner of Public Works or the Superintendent of Street, any vehicle parked in violation of a snow emergency declared under this section may be towed and the owner of such vehicle shall be liable for any charges incurred for the removal and storage of such vehicle.

E. 
The provision of this section shall not apply to handicapped parking areas located in residential zones.
F. 
Metered parking may be used from 8:00 a.m. to 5:00 p.m. during a snow emergency, unless specifically prohibited in the declaration of such snow emergency under this section.

In accordance with the provisions of MGL c. 90, § 7, the parking of a motor vehicle at night without lights is permitted upon any street or parts of streets when and where not otherwise prohibited by this chapter and during the hours when streetlights are illuminated.

No person shall allow, permit or suffer any vehicle registered in his or her name to stand or park in any street or parkway under the control of the City in violation of any ordinance passed by the Council in relation to parking.

A. 
City Hall/employee parking. Between the hours of 8:00 a.m. through 5:00 p.m. weekdays (excluding holidays), no person shall park a vehicle within the City Hall/employee parking area, as designated by the Mayor of the City of Fitchburg from time to time, except employees of the City of Fitchburg whose vehicle bears a valid employee parking sticker. Said employee parking sticker shall be affixed to the rear window of the vehicle in the top center. Employee stickers shall be valid only in designated employee parking spaces and shall not be valid at metered spaces nor in the visitor thirty-minute-limit parking area. City Hall employee parking stickers shall be issued by the Treasurer's office to any City Hall employee requesting same for a reasonable fee as determined by the City Treasurer from time to time, subject to the provisions of any applicable collective bargaining agreement. Said employee parking area shall include 30 spaces in the City Hall underground parking garage as designated by the Mayor. Parking for the general public in City Hall parking area, upper deck, is restricted to that period of time registered on the parking meter adjacent to the parking space but not for a period in excess of 10 consecutive hours. No person shall park a vehicle for any period of time longer than the time set forth on such parking meter.

B. 
Boulder Drive/City Hall lower parking area. Parking is restricted to that period of time registered on the parking meter adjacent to the parking space but not for a period in excess of 10 consecutive hours. No person shall park a vehicle for any period of time longer than the time set forth on such parking meter.
C. 
Restrictions as to parking on the areas as set forth in this section shall not apply on Saturdays and Sundays or during the hours of legal holidays during which business establishments are required by law to be closed.
D. 
City vehicles only/City Hall (blue plate required). The parking of vehicles on the westerly side of Cottage Square from Main Street to the ninety-degree right turn to Cottage Avenue, and on the westerly side of Cottage Avenue from Cottage Square to Main Street during the hours from 8:00 a.m. to 5:00 p.m. on weekdays (holidays excluded), shall be limited to City vehicles having a blue municipal license plate only. The first parking space on the west side of Cottage Square from its intersection with Main Street shall be reserved for the use of the Mayor of the City of Fitchburg. Any vehicle other than one with the blue municipal license plate parked in the above-referenced spaces shall be subject to ticketing and towing as provided in §§ 169-58 and 169-99, respectively.

E. 
City employee parking at Boulder Drive/Putnam Street Parking Garage. Between the hours of 8:00 a.m. and 5:00 p.m., weekdays, excluding holidays, no persons shall park a vehicle within the designated City employee parking area in the Boulder Drive/Putnam Street Garage, as designated by the Treasurer of the City of Fitchburg from time to time, except employees of the City of Fitchburg whose vehicles bear valid employee parking hangtags. Parking hangtags shall be issued only to those employees who, in the opinion of the Treasurer/Parking Clerk, have a need of parking due to the relocation of City offices. Said employee parking hangtag shall be hung from the rearview mirror, if available, or otherwise made visible on the dash of the vehicle. Employee hangtags shall be valid only in designated employee parking spaces and shall not be valid at other spaces in the Boulder Drive/Putnam Street Parking Garage.
